Project Manager (Refurbishment, Conservation, Construction, Capital Projects) Our client, a large government organisation based in London are looking to on-board a Project Manager. The role is a fixed term contract, initially for 18 months, however, there is a strong chance this will go permanent. Main Responsibilities: Act pro-actively taking the role of Project Manager for the project and assist the SPL as being be the point of contact for all internal and external stakeholders with the project team. Work closely with colleagues in Accommodation and Logistics Services and the Design Authority to ensure commonality of accommodation and building service standards across the estate. Assist the SPL in ensuring the project outcomes and requirements are adequately defined and that the needs of the users and all other stakeholders are fully and properly understood and accounted for. Communicate and manage the timescales for the projects. Work with the SPL to contribute to a comprehensive business case to the required standards and in accordance with governance procedures to obtain funding for the agreed scope of projects, where required to do so. Work with the SPL to ensure that projects remain within the agreed scope and approved funding and should the scope change and/or costs change significantly produce a revised business case for further approval. Assist the SPL in liaising and communicating with all Project stakeholders throughout the life of the project. Ensure regular reporting on time, cost and quality, using the systems in place. Work with SPL to ensure any additional projects are procured in accordance with guidelines and procedures. As directed by the SPL manage all necessary external consultants to enable project delivery. Ensure that the project complies with and is managed in accordance with all statutory and external requirements and internal procedures. Ensure that adequate resources are applied to the supervision and quality control of the works. Assist the SPL to ensure that comprehensive reports are provided to the Programme Director and/or Programme Board as appropriate, particularly highlighting key issues and risks. Provide recommendations and act on their direction as appropriate. Additionally anticipate possible variations in demand or circumstance, and work with the SPL to encourage stakeholders to consider such variations and make appropriate plans. At handover, ensure that the completed works and documentation are in accordance with the approved design and specifications and meets with the Principals' approval. Essential Skills: Performing the intelligent client role for internal customers Management of external consultants and contractors in a construction environment and organisation of project delivery effectively on time, budget and to agreed quality standards. Managing complex construction projects Experience of using structured project management techniques for planning and controlling construction programmes, development of briefs from statement of need, through to project delivery, project procurement process and the use of standard contract forms. Experience in receiving outline task, developing own brief and solutions, managing complex engineering biased designs through to completion to predetermined deadlines and budgets to client satisfaction. Experience of working confidently and effectively at senior management level, with colleagues, key customers and stakeholders, responding to their needs diplomatically Ability to plan, prioritise and deliver tasks taking risks into account Ability to manage, motivate and lead technical professionals Relevant membership and professional or technical qualification in construction from an appropriate accredited organisation and evidence of successful management of large complex accommodation and construction projects and programmes. A recognised Project or Programme Management qualification of either PRINCE2 or Managing Successful Programmes (MSP) or similar.
